I am pleased and honored to present to you this Capital Planning and Investment Control (CPIC) Guide Overview and The Definitive Guide to Completing the OMB Exhibit 300. This is our second publication directed at improvements to government management. Our first was a handbook for contracting officers, providing a comprehensive desk reference that covers all aspects of small business contracting.

CPIC is based on guidance from both the Office of Management and Budget (OMB) and feedback from the Government Accountability Office (GAO). It also incorporates “lessons learned” from the various agencies’ iterations through the process over the last few years and provides indications of, trends and key focus points for near-term future cycle budget and investment planning.
