In my experience, every major undertaking that succeeds starts with a person who has a vision, a spark, and can visualize the end product. Janelle Hill was clearly the spark for this endeavor.
Quoting here from the first chapter is a summary of our objectives for this handbook: The CPIC Overview and the Definitive Guide to Completing the OMB Exhibit 300 identifi es the processes and activities necessary to ensure that the agency’s investments in Major IT/Non-IT Assets are thoroughly articulated, cost-effective, effectively program-managed, risk-mitigated, and clearly identify the measures and milestones of performance in terms of meeting the missions and business goals of the organization. CPIC is based on guidance from both the Office of Management and Budget (OMB) and feedback from the Government Accountability Office (GAO). It also incorporates “lessons learned” from the various agencies’ iterations through the process over the last few years and provides indications of, trends and key focus points for near-term future cycle budget and investment planning.
