Ben Marglin – Ben, a Senior Associate with Booz Allen Hamilton, has over 12 years of professional experience in business and IT strategy consulting. Lesley Woodburn

Lesley Woodburn - Lesley is an Associate with Booz Allen’s IT Strategy Team. Sylvie Volel

Sylvie Volel - Sylvie, a Senior Associate with Booz Allen Hamilton, has over eight years of professional experience in information technology (IT) management and economics. Ms. Volel specializes in federal IT planning and policy, IT capital planning and investment control, economic and business analysis, federal budgeting, and public sector program evaluation. She has experience in developing and delivering training in IT capital planning and cost-benefit analysis to a cross section of federal departments and agencies. She also has experience in providing advisory support to Chief Information and Financial Officers across the federal government. Prior to working with Booz Allen, Ms. Volel served as the director of capital planning and IT asset management within the U.S. Small Business Administration’s (SBA) Office of the Chief Information Officer. In this capacity, she was responsible for the agency’s IT capital planning and investment management policy and activities; the budget for the CIO organization; agency IT performance measurement and project management policies; as well as the agency’s system development lifecycle methodology. Ms. Volel also previously served as a Program Examiner at the Office of Management and Budget (OMB), where she was responsible for the budgetary and management oversight of a $9 billion portfolio of IT and acquisition programs of the General Services Administration.


Jennifer Murphy

Jennifer Murphy - Jennifer, an Associate with Booz Allen Hamilton, has over four years of professional experience in business and information technology (IT) strategy consulting. Brian Pino

Brian Pino - Brian, a Senior Consultant with Booz Allen Hamilton, has over five years of professional experience in information systems technology, software development, solutions architecture, IT portfolio management (PfM), and capital planning and investment control (CPIC). Brian Lapato

Brian Lapato - Brian, a Senior Consultant with Booz Allen Hamilton, has over five years of experience designing, developing and integrating IT software systems. He was a contributing author to the Information Paradox, which was recognized by the CIO Council as an example of Portfolio Management best practice. In his role as an industry expert in Portfolio Management and particularly in the development of quality Exhibit 300 submissions, he has had articles published in the Federal Computer Week (FCW), Public CIO magazine, and has been a speaker at the federal government IPIC conference. Currently, he leads a team that is supporting the Office of the CIO and CFO for Homeland Security in the role of a CPIC Subject Matter Expert. In this role, he and his team for past four years have overseen the assessment of over 400 Exhibit 300 business case submissions with a record of continuous improvement in the results achieved. They have responsibility for Scoring, Guidance and Coaching throughout the CPIC budget process.


Mike Rice

Mike Rice - Mike is a Senior Consultant, Management Consulting, for the Fujitsu Consulting Group. Ira Sachs - Ira has over 20 years of experience in enterprise architecture, information systems development, capital planning, strategic planning, business and software process analysis and reengineering, and program management. He joined HPTi in 1999, and leads HPTi’s Enterprise Architecture (EA) competency, assisting clients in planning and integrating enterprise-wide IT. Mr. Sachs is a recognized expert in EA, and speaks at conferences nationally and internationally. Prior to HPTi, he was the chief architect for the U.S. Department of Education, and assessed large, mission-critical information systems for the Government Accountability Offi ce (GAO). Mr. Sachs has a B.S. in Mechanical Engineering from the University of Maryland and an

Jaquilyn Pak

Janelle “JB” Hill - Janelle is the President and Lead Consultant of PBS Marketing / Federal Concierge LLC. JB also serves as the Director of the Federal CPIC Forum. JB has performed the role of Senior Analyst (Subject Matter Expert or SMEIII) within DHS Citizenship and Immigration Services, DHS Transportation Security Administration, The h5S Centers for Disease Control and the Veterans Health Administration in support of Capital Planning and Investment Control (CPIC) initiatives. JB has provided a full range of CPIC-related consulting support and strategic planning in the areas of information assurance, risk management, budget evaluation and analysis, as well as support and direction for a wide variety of multi-agency collaboration activities.
